Like I said earlier...the government used FnF as a agency (a tool) to recover losses during the crisis...without FnF the government would be unable to recover all the damages that the banks did during 2008...that was the whole purpose of effective nationalizing the quasi entities...and that is why the 100% sweep amendment was drastically changed...we are near the end of all recoveries from the banks and the GSEs should be released soon...if you can see the bigger picture in this without concentrating so much on shareholders, 100% sweep, 3rd amendment, the court cases, dividends, and me me me my dividends I want money...you'll be able to see why it has been this way and why Congress placed these two companies in conservatorship in the first place...
