Why is Vencedor billing for the Rice #15 well in the Section 3(a)(10)exemption hijacking if that well was already paid for by CPN notes?

Just a single head scratcher from that fraudulent piece of work that appears to be engineered by CM Research.

Is CM Research providing IR and marketing services? Seems to be some confusion regarding that.
