I think it is saying that IJJP along with CWIR and the others have an agreement to finance that MPT company, by issuing them shares, to fund the construction of some kind of grow site, in exchange for a portion of the future profits of this alleged grow site that is allegedly going to be built. Presumably the grow site will get cash for said construction by selling the shares it is given by the funders. It also seems like they will have to sell those shares prior to construction, and way before any actual revenues or profits.
This is exactly the type of plan that pump-and-dumps are made of.
