There are still multiple references on the website to the P2O technology as having been filed for patent protection, including a section called "Patent Pending". Other than one failed WIPO patent filing (rejected), is there any truth to this?

I think the company leaves information on their website with the intent to deceive investors. It's kinda a habit they've formed, over the years, wouldn't you say?
