I think the word "stupid" can be applied to the market under certain (repeating) circumstances.

There are times when information that is readily available seems to be understood by almost no one. The price of a stock, or stocks, may reflect the prevailing lack of understanding.

Later, when the lack of understanding is repaired and the price reflects the newly understood situation we look back and think that it should have been obvious at the time.

But, what "should have been obvious" was seen by only a few.

That's what people mean when they say, "the market can be stupid."

However, and in general, the market is the best information assessing mechanism the human race has ever found.
