Another probable reason is, for those expecting to see PR this month, the month of Dec. in the govt. actions come to a standstill as no one is in the office until Jan.5. "Use or lose" on vacation time. Especially the Dept. of Ag. agencies. Was pretty frustrating for me trying to get people to meet deadlines when they weren't there. Second part of comment, do you think they will actually go a full year without reclassification? One thing that ALWAYS worked to get things done was the threat of congressional intervention. Does anyone know if that's been tried yet. It's pretty easy.
