That excuse has been used time and time again and it has never been true.

A company that hesitates over the financials is not going to feel better knowing there is a huge dilution coming which historically has tanked the share price even further, which scares away more companies, which tanks the share price further... repeat and repeat.

The $15,000,000 is there as plan B or C.
