NW, it would seem to me that any comfort offered by the presense of a shelf is tempered by the current SP as one could imagine it is less useful in the context of the potential for delisting notices/actions etc. Given the slow pace that those things develop, perhaps they are not in the consideration matrix, or are, or not.
