Is this quote actually saying they should be paid for NON-PRODUCTION? Heck, when I was working I always had to do better each year or there was someone standing by to take my place!. Now they require funding to tide them over for lack of results!! What an insult to hard working and HONEST people. They might as well rename this piece of GARBage "Treaty Welfare". But then again there are those that consulted for Treaty that were already on Treaty's housing rental welfare program.
