IMHO since the 12 million dollars is considered fraudulent then the ones that got the 9 million seem to me to be bigger crooks than Wilf Blum.
And to say no one knew about this they would have known this when they received all that 9 million dollars of fraudulent money.

Wilf Blum IMHO dont pay the fine.
