There is always a paper trail somewhere, but it's hard to find if you're not looking for it. Besides, no one wants to bother looking into an unregulated market. No headlines, no advancement, no job on wall street when you get out. No regulator should be allowed to hold a regulatory position if they have worked at any time in the industry they would be regulating for the past 10 years. And no regulator should be allowed to work in the industry or the industry's lobby for 10 years after leaving the job. Revolving door problem solved.
