OK so the bill passed with the bailout provision. My knowledge of how things work in congress is certainly not complete. That said, I don't think any money was appropriated to fund any bailouts, just language saying it could be done. If a taxpayer bailout was necessitated by bad bankster behavior, there would need to be a vote to appropriate the money necessary to accomplish it. Congress can pass any kind of law, but if no funds are appropriated to fund enforcement the laws or bills are toothless. I remember in my old town, our representative inserted language in bills for many years to build a badly needed bridge to alleviate traffic snarls at a critical point during rush hour. The bills were passed but the bridge was never built because no bill was passed to appropriate the money to build it. Could this be the key to make the bailout provision toothless also? I don't know.
