Doubt we'll find any fingerprints on this portion of the "budget" bill - Congressman Paul Ryan is "budget king", so I'd start with looking at his office - also, former Repub Congressman Eric Cantor, who lost in the June primary, now works for a WS investment bank so I'd look for his hand in this maneuver.
