Of course they do. That's why it wouldn't be taxed or regulated the way it should. This is counterproductive IMO. Allowing reservations to grow and sell their own weed is only going to flood the "streets" with even more unregulated product. No processing packaging or handling regulations. Definitely no tax. All this makes it way too easy to flood the market. The "dealers" will keep their jobs because they can sling a much cheaper product. This is bad for the legal business and its reputation it's trying to build. Native Americans can't sell their firewater moonshine to the public because it's a regulated product and the revenuers. Same goes for cannabis. One can grow a small regulated amount for personal use but cannot overproduce or sell it. Reservations have plenty of exceptions the way it is. Just doesn't seem like a good move for legalization.
