A good con artist doesn't lie. He suggests things in a way that people want to believe. The " inferred mineral resources " is a classic example. It got people to quote the 7.5 billion figure and the race was on.
I think if you look carefully that there are few if any outright lies in the pronouncements from BONZ. but a lot of "implication", "suggestions" , etc. .
