The bill "prohibits both federal and local funds from being used to implement a referendum legalizing recreational marijuana use in the District," according to a summary from the House Appropriations Committee. DC's legalization initiative obtained more than 69 percent of the vote in November. And block it they did. The white house would have had to veto the appropriations bill to do away with the rider, and that would have shut down the government. Nullifying a 69% plurality of the will of the people seems to be something the republicans seem to take particular glee over.
