Interesting Sept. ATF posting

This appears to have been cancelled a few hours after posting. Looks like it should have been an open bid but word "firearms" doesn't show up anywhere other than the agency name .....don't see sole source anywhere, and looks lke it was only supposed to be open for one day, but the equip request is pretty specific for Meggitt FATS L7 system:
