I disagree after my study of Cusip I agree the Cusip change was not mandatory. But if I can research that information so easily why didn't GNCP know that? They simply could of went right into the buyback and not put out that fluff PR that they were going to change their Cusip. In general when a company moves within the same country a cusip change is not needed. But for a pump it would be a good idea to change a cusip this would identify you as a different company well at least temporarily long enough for a good pump.
