Actually any member of an IR team who posts regarding stocks are required to disclose this information.

Notice Black did not even receive any compensation for his posts, and yet the SEC still used him as an example to set the precedent.

If you doubt that IR representatives are required to post a disclosure please go ahead and ask Admin what their policy is regarding adherence to Section 17(b) requirements.
