These are licensed Producers.

The article said all of them can produce but not all of them can sell retail I guess.

It was a warning that all 20 needed to pass inspection in 2015.
[I guess this inspection and License is a yearly thing]

Most of them are still privately held and do not have a Ticker Symbol.
