I think if UNESCO hasn’t already gotten a firm foot hold in the DRs way of doing business that it still could be a possibility in the future. Also the DR is a very poor nation and is run under corrupt officials starting at the very bottom all the way to the top. I know the way in the states would be to sue for what’s rightfully yours. In the DR you would be exposing corruption and possibly corruption in the very fabric that got you the contract in the first place. A lawsuit or threat of one wouldn’t leave you with many friends on that island. And if you are an American company they would love to just thumb their noses at you to let you know no matter how its done in the States we will show you how we do things here. So for them reasons I do not believe you would ever work in the DR again if you filed a lawsuit or even threatened one. And having wrecks producing treasure this is a very delicate situation. The only thing DBM can do is make sure they dot their eyes and cross their tees and wait.
The way DBM is working this problem may be un-ethical to American standards but the only way it should be conducted in the DR.
Lets hope when the next dive season resumes that DBM will have a nice new shiny contract for another three years.
