Because short volume is simply an artifact of how trades are executed on a penny stock. It doesn't mean there is an open short position or short interest... And there is no way to determine that...other than by the biweekly SHORT INTEREST reports.

Short volume varies on all stocks... and tends to go higher when the stock is illiquid.
