You are missing a few facts that change the math. There was a 1 for 10 R'S when the A/S was 2 Billon. Vince only reduced the A/S to 500 million instead of using a equal application to both the A/S and O/S which would have made the A/S with a 1 for 10 200 million. So 200 million to 500 million is a 66.66% increase in the A/S.
