Sorry. I hate the instant correct on my phone. The word was......... entitleistic thinking. ......

As in the thought of the entitlement to a legal privilege. Whether the cash cannot be 'found " to pay up a defaulted business license , or the cash really is NOT available, is not for us to surmise. Either way , it is definitely a peculiar red flag of business style. Not an adviser, all IMO.
