Simple answer: people who think the stock is going much lower. There is really no bottom with this type of toxic financing until the company is done raising capital. And there is a point when the share price is so low it is very difficult attracting new investors. Clearly the only buyers now are the old faithful averaging down, thinking it can't possibly go any lower. Look back thru the posts and see how many thought that at .07, .05, .04...
