Southwest Windpower took 7 years and $12 million before it started to market the 2.3 kW turbine . Other wind companies were similar . Kenetech ,, the largest at one time,spent hundreds of millions on a 100 kW and that was not enough. In Massachusetts, solar is everywhere but zoning for wind power is very difficult..
