It is not a MUST to use late stage cancer patients in all phase 1 cancer drug trials, so there goes your premise. It is up to the sponsor to decide what kind of patients to enroll, not the FDA. Apparently you do not know as much as you think you do.

"In deviation from this convention, we observed a few completed and ongoing early clinical trials with anticancer drugs which include healthy volunteers and are registered with US Clinical Trials Registry."

All cancer drug trials start in Phase I dose escalation trail by treating late stage cancer patients that have failed the best standards of care possible.
