Very good status of the project. Seems that no one wants to step up and take responsibility to do an economic study (complete)and make a recommendation(s).

I'd ask if anyone (government) is working overtime on this subject if at all ?? There is no sense of urgency !!

To see this tells me that there is a risk not mentioned with this developer. I think they want a noted name to work with. (Say BP or shell, etc.)
