I'm sure new folks want 0.0001's, like anyone, which are extremely difficult to snatch up and undercut moving upward. It appears some folks have had buy orders sitting for a while which haven't been filling.

Buying needs to concentrate on soaking up 0.0003's both to knock down that wall & to launch this. Soak up the 3's & this may start building momentum. Plus, it will form new support, win, win, win!
