Actually, delays are a huge part of scams. (NOW I AM NOT SAYING USPR IS A SCAM).
The best friend of a scam is time. The longer the scam goes on for the more shares the scammers get to sell. Whether it's at .30 or .20 or .12 doesn't matter. To a scammer, a sale is a sale is a sale. If they can delay longer they can just get more shares from the company, and make more money.
This is right out of the textbook. So your point actually strengthened the argument of those saying it's a scam.
Especially if you look at USPR's 10k's and Q's and see all the new shares that USPR keeps handing out.
