On September 29, 2014, the judge entered an order disposing of all federal law (RICO) claims in the plaintiffs complaint, leaving 4 state law claims.

On November 14, 2014, the judge entered an order dismissing the remaining state law claims as the federal court has no jurisdiction over them.

The order from the court looks pretty clear, there was no settlement, the federal court disposed of the entire case for lack of jurisdiction.
