Last time NNVC filed a shelf, the stock traded at $2.00 pre-split ($7.00 now) and within months it was at $1.00, ($3.50 now) and within a few additional months it was at .50 (1.75 now)

One thing Seymour has proven himself at is getting the worse folks to buy his Shelf offerings, those who shorted and brought the price down to .50cents, before NNVC booted them. (after all the damage to shareholders happened)
I was one of the few who predicted that nnvc would go well below $1.00 when it traded at $1.3 plus. Called names and attached, but in the end it went 50% lower than what I predicted.

Seymour will have the OS over 100M before you know it, and without anything more to show than a bunch of would be possibilities. Hopefully it will be different this time, but I for one would be surprised and will not be a player either way, long or short.
