The JDZ was not a flop during the time period when a buyout was being speculated. Truth is it was hotter than Kenya is now. People like ERHC were getting HUGE up front signature bonuses and full carries all the way to first oil. You don't see that even in Kenya and certainly not in Chad.

And no, Kenya was not fast-tracked. ERHC took every single day of the 2 year period to do FTG, to do seismic and then decided on the last day possible to move forward. That is NOT fast track.
