Hasnt used executive power? Are u kidding? He's expanded it beyond all recognition, and subscribes to theories of exec power pushed by his advisor cass sunstein for instance. He even says hey Ive got pen and a phone and i can bypass congress, etc. he's considering bypassing congress and enacting sweeping immigration reform without our representatives having a vote on it. Bush was no power-avers guy by any means, and he expanded exec power too far. But BO has pushed it further.
