CE or caveat emptor is stocks that are not up to date financially GRPS is another one which I have and the CEO is now finishing with the accountants and lawyers in order to remove the CE. Just a real example of what CE means. However, ETRADE allows trading of GRPS and DTC stocks so it's a non issue with them. But since ATRN recently uplisted from BK and dropped the Q off their ticker symbol they would of had to fulfill a lot of stringent qualifications with financial reports etc. This will change the way ATRN trades and the thin L2 will start to move up rapidly imo.
