That's not even remotely true. Most of the time debt is issued at a
discount to market value over 10 trading days at the 3 lowest days.

If a stock is trading at .01, companies won't issue shares at .001
and lower... really?!

Markets are constantly in a state of uncertainty and flux, and
money is made by discounting the obvious and betting on the
unexpected.
