Best case scenario...the MEL was submitted between the 10th and the 24th of October.
Worst case scenario...they need to spend 15 to 40 hours to submit this template document. It's a negligible amount of work and a non issue in the timeline.
Either way...it doesn't matter. If it's not done it will get done.
More man hours have been spent on this conversation than the number of man hours required to complete the task
