Yes, very reasonable. But I don't think its reasonable to assume the TSA will act in a reasonable manner.

For my part, TSA RFP HSTS04-14-R-CT4049 (issued September 24, 2014 for transportation security equipment deployment services) strongly suggests that the TSA intends to purchase ETD's (they specifically request quotations for ETD removal and installation in the accompanying documentation). The TSA intends to award an IDIQ for deployment services in January, 2015.

If the deployment contract gets awarded and there has been no IDIQ issued to Implant, then it suggests to me the TSA is going to wait until the new QPL goes into effect in June 2015 before ordering new units, and perhaps wait until other ETD's have been put on the QPL. I have nothing to back that up but intuition...if the TSA intends on procuring and installing in FY 2015, I think they will have done it by January. That's just practical logistics.
