I am sure the FDA is very competent, but have a look at their track record and the disastrous impact on public health.
I am convinced reclassification will happen one day (or better one of the years to come).The FDA took initiative in order to control its pace.
I would not call it corruption, they are just trying to find a compromise between the interests of all stakeholders (including the FDA) involved.
