This argument is missing the point.

Rather we are still technically in stage II until the document is submitted, or we are technically in stage III but need to submit a follow up document is completely irrelevant. The point is that the document needs to be submitted.

The discussion we SHOULD be having around this is: How big a deal is this?

I'm not a pilot so feel free to scrutinize my findings but from what I can tell...it's NOT a big deal:

Summary:


Download the MASTER MINIMUM EQUIPMENT LIST (MMEL) file from the FAA for your aircraft.

Edit it to match the equipment installed in your aircraft.

Insert your N number and name on each page. Don't forget to add pages as necessary to the Table and Control Pages.

Complete the approval process with the FAA to use your MEL.

Using the above method will take about 15 hours if you have done this before. And expect 40+ hours if you have not. This process will also require a moderate level of knowledge and skill to operate your word processing program (the more the better).


Sometimes you can't see the forest for the trees. This looks like it's a matter of dotting i's and crossing t's folks.
