Tibbar Energy USVI is moving toward construction of its 7 MW biogas plant at the end of Q1 2015.

It looks like they will start construction by end of Q1. Am I missing something? It was a informative PR. What concerns me is that she doesn't have the money from St Croix that she had anticipated and she hasn't mention where the money is coming from.
