Anesthesia and surgery fee????

I thought this was an injection like what dentists do to "freeze"
gums/jaw. Or like flu shot. Have you gotten yours yet? Most
places they are free. Just a reminder - get your flu shot.

Hence total amount (95%) would be forthcoming to ACTC. Not so?
Or...is there some surgery/anesthesia involved?
