Death spiral financing only comes if the death spirals can be guaranteed a profit.
Death spiral profits only come if there are retail suckers buying the shares and diluting like crazy.
So Owens is not going to do anything to discourage that buying.

P.S. They didn't raise the A/S to 5 billion for fun. But with that extra 4 billion shares only worth $400k, they'll probably have to do a reverse split before they max it out.
