One thing it doesn't say is that they will be reducing the number of shares outstanding.

APWC has implemented a further balancing of its share structure with a buyback program that includes notes and preferred holders.

How exactly does a company "balance" their share structure?

Will they be swapping the common shares for preferred shares to balance the number of common shareholders vs the preferred shareholders?
