Certainly it can. A 1000/1 reverse split of say 10 million shares @ .0001 gives you 10000 shares at .10. Then he issues more shares over time and the PPS goes to .01 and you've continued to lose. Your $1000 you put in at .0001 is now worth $100. So of course it can go down from here. :(
