I have to go back and find the info, but about 8 months or so ago SEC was trying to put a rope around stocks selling for less than 0.01. Had something to do how the stocks could be traded and in what venues. Dont really remember much about the details, but it made it advantageous for companies to get their stocks above .01 level.
