Some brokerages' program their computers to not allow buys on 'no bid', 'worthless' securities. You may call if you wish to purchase the security. If you do they will tell you it is ill-advised as you will not be able to sell the security therefore it is considered an immediate 100% loss.
This has nothing to do with a DTC chill of which there is none on this security. DTC chill lists are published regularly on multiple sites including ihub. EOM
