I'm thinking that last step is just a rubber stamp. Remember that they had already been under a license to do the initial recoveries but the continuation to full excavation was hung up on the MOD.

Now that has been taken care of.

They (MOD) do have controls in place if excavation/archaeology/conservation does not go according to their wishes but I think once the wealth of fascinating discoveries begin, they won't be so heartless as to stop it.

Leaving it in-situ equals slow destruction forever
