You're right, I don't know what Joel thinks is included in the 2 to 6 weeks. No telling what goes on with Joel's fertile imagination. I do know that he is misleading investors into thinking that a permit will be issued at the end of that timeframe. Nothing could be further from the truth. There has never been a mining APP issued in 2 to 6 weeks. It is impossible, given the steps that have to be followed (including a 30-day public comment period).

Here is a link to the Determination of Applicability: http://www.azdeq.gov/environ/water/permits/download/app_doa11.pdf

This is the form that Joel filled out, and it is possible that ADEQ can review it in 2 to 6 weeks. However, it is NOT the actual permit. It is a pre-application. The actual application is far more complex.

Here is the process involved with the actual application. Do you see that "public comment" box near the bottom? That alone, guarantees that the process takes at least 30 days, and each of the other steps all have their own minimal timeframes. Once again, Joel is a liar, misleading investors into thinking that processing at the Congress Mine is just weeks away.
