Mining has regulatory risks that are associated with environmental risks, which become economic risks.

One thing that we Californian's are pushing is sonar, it is effecting the US Navy operating in San Diego and Pt. Magu / Channel Islands. The sonar hurts the dolphins and whales. We do not want toxic tailings from the Sierras leaching into our depleted water table that ends up in the Delta or the San Juaquin Valley. Toxic water in the Delta kills the aquatic life in their natural habitats.
